Perhaps the the point of the ACA WAS to build the website and data base connecting all of Americans IRS, Heath Care, financial, residency, gun ownership, mental health and job history all into one big integrated system accessible by political “Naviagators” (read commissars) with no oversight in such a way it circumvented the control and checks, balances and accountability built into the member data bases (ie unaccountable and unsupervised Navigators on the streets have more access to peoples financial data than people actually working in the IRS who are accountable and supervised and who must adhere to agency rules).

A company with whom I once worked hired a software firm to upgrade our GIS program. After 24 months of work & $2.7 million, I asked the manager how close to ready the upgrade was.
“We, we have the screens done!”
Naturally, corporate HQ killed the program and let go most of the people working with the old version.
Later, I asked the CEO of another software-data processing firm with whom we had been exceptionally pleased, “How long and how much to do the upgrade?”
“About 6 months...no, let me make that 12 months to be sure. We would do it for $100.000.”
“So if I budget 12 months & $250,000, we’re covered?”
“Absolutely.”
(This man & his company ALWAYS delivered MORE than they promised.)

Where I worked (Seattle city government), our own department spent more than $2 million to reinvent the wheel and build a system that in some ways paralleled the city's central accounting system. We already had dozens of reports and queries that met the same functionality as most of what they recreated. Any reporting or query gap could have been filled by myself or by hiring a couple of report writers for less than a tenth of what they paid for the new sub-system. Meanwhile, the city is moving forward on some major mods that will then have to be reflected in my former department's sub-system, probably to the tune of another million or so.
Since my skills were being ignored, I just took an early retirement rather than twiddle my thumbs while consultants were doing the work I should have been doing. And, of course, as soon as I retired, they upgraded my position for someone who will be doing the same thing.
