I predict within 6 months the site will be re-built, almost from scratch, and it will be nearly fully-functional (or, close enough to lie about with a straight face). The unions will be given whatever they want in order to assure their arm-twisting will be out in full force for next year’s election. This battle is by no means done yet

As I understand, it they are working on the front-end, data collection side of this monstrosity. The website doesn't work, which means they have a front door problem.

AT BEST, the next layer is ready to seamlessly interface with that front-end. If they change the front-end (and that's what they're struggling to do) then they will mess up the interface to the next processing layer.

Fixing the current problem will both create and reveal the next layer of problems.

We are multiple iterations away from having anything that might function.
