I believe the Soviets licensed the SKS and the AK to the Chinese. Their mistake was thinking that the Poles, Germans, Romanians, Bulgarians, etc. would pay license fees after the Iron Curtain fell. Somehow those folks felt they were owed a little back rent from their occupiers.
