The entire Homeland (In)Security and TSA is an unintelligible mess and those that created it knew it!
El Al and the Israeli government do it best. They know full well who the passenger will be before he or she gets to the airport. There’s a very brief, seemingly insignificant, screening that goes on before passengers board.
American politicians carry it to extremes in order to expand the size of the onerous central socialist government.

The purpose is not to provide security, the purpose is to provide jobs with large salaries for the administrative faithful.
Security is secondary to the power that is garnered from the faithful.
