How under the law would someone annex a state? Against their will or without their expressed permission?

I googled thisby phrase, and it looks like Brandon’s article was first; other blogs picked up on it later....
Anybody got input as to this snippet about some states’ flags being allowed to be at same height as the u.s. one?
