If Kenya has to call in outside help for a mall, they are in for a whole lot of hurt if there’s something really big. Not saying 70 killed isn’t big but it’s in a contained area. It’s not citywide or countrywide.

It’s a hostage situation. The Kenya military could surly storm the place, but you’d have to pretty much write off the hostages. I doubt that Kenya has a force as well trained in counter-terrorism as what the Israelis have.
