What struck me was the opening...

The purpose of the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Competitive Grant program is to award Development Grants to States that currently have modest home visiting programs and want to build on existing efforts. Successful applicants will sufficiently demonstrate the capacity to expand or enhance their evidence-based home visiting programs.

"Home visiting programs?" "Evidence-based home visiting programs?" What are they talking about? Sounds like a reference to child welfare service agencies especially after you read the list of negatives that apply to "eligibility." They even mention child welfare agencies further on in it. Oh, boy, now 0bamaCare is going to be tied into those with a pipeline of additional funding? Child welfare agencies become Federalized.
