IIRC, a MAC at the WH had the document immediately before the upload. The scan (if genuine) could have been sent to the WH MAC from anywhere!

I have a vague memory of a claim that the WH has this Xerox. It is a pretty high-end unit of the sort one might expect to be at the WH.

All of this assumes there was a paper original. One has not been seen.

If they’ve got a high-end scanner like that at the White House, then why did they print out a copy of the Snopes COLB for the packets they gave the press? And why did the poor-quality printed-out copy of the Snopes image bleed through from behind a long-form BC that was supposedly on security paper intended specifically to keep such a thing from happening?

Nah, the more they come up with, the more the whole thing stinks.
