If someone sends in a request for a verification and they only include two facts on the request form - they would get a letter verifying that a vital record - birth - exists for that person. That would verify the two facts but nothing else.

Why not? Dr. Onaka decided for whatever reason to include Honolulu that doesn’t mean he is also required to added the other items from the request form. He verified the name Barack Hussein Obama, II twice, why would he do that? You are assuming there is a standard format for these verifications and there may be, but based on the only ones that are public, we cannot know what format is standard.

How do you know that? From what I can see they use at least two different seals on their BCs.

How many of the state’s attorney generals or secretaries of state agreed with your theory?

It doesn’t surprise me that she wouldn’t know about such a form. How many letters of verification do think they have issued in the last 10 years? I would guess three. So she wasn’t aware of a form that they almost never use. And if you look at OHSM FORM V-01 (08/01/01), it appears to be nothing more than a header

Really, you think that when they got his letter, they scratched their heads and said “Wow, we don’t have enough information to do a search.” After all the inquires, lawsuits and publicity, they really would require him to fill out the complete form? You may not realize it but rich, and famous people get benefits and shortcuts that you and I don’t get. It’s not fair but that’s the way it is.

Then why did the HDOH feel the need to explain that the letter of verification could not verify other, unsubmitted facts?

The official HDOH seal is specifically defined in statute, and it is stated that it SHALL be embossed next to the director’s signature. If not embossed it can be used on other stuff but when it is embossed it is to be next to the director’s signature, according to the statute (Title 11-1-2, found at http://hawaii.gov/health/about/rules/index.html/prac_proc.pdf ).

The director’s seal differs from Onaka’s seal in two ways: it is bigger, and it has a star separating the words in the top bank of the circumference from the bottom words. I have seen photographs of the seal on the Bennett verification with a ruler beside it for comparison, which my friend Tom Ballantyne took in person for me. It is the director’s seal. So we’ve got Onaka’s signature but not Onaka’s seal, and Fuddy’s seal but not Fuddy’s signature. To fulfill Congress’ codification of the Constitution’s Full Faith and Credit Clause it has to have the legally-authorized signature and seal. Instead, these verifications have mismatched signatures and seals. None of these “verifications” are lawfully certified.
