Just a means to an end. They added whatever they had to to get the bill through the Senate so they could get to conference. Then everything but the original Schumer-McCain secret committee bill will be stripped out. And Boehner will appoint liberal conferees to make this happen.

Reid still has not given the Senate bill to the House. He knows it can be blue-slipped and sent back because the bill contains appropriation requirements, which must originate in the House. The Senate bill is unconstitutional.
