Conservatives in the House are not rushing to embrace an immigration proposal from party leaders to offer a path to citizenship to children who were brought to the U.S. illegally by their parents.
Majority Leader Eric Cantor (R-Va.) and Rep. Bob Goodlatte (R-Va.), chairman of the House Judiciary Committee, are crafting a bill that would be the first GOP plan to deal with some of the estimated 11 million illegal immigrants. Speaker John Boehner (R-Ohio) has endorsed the idea as a matter of fairness to grant citizenship to children who crossed the border through no fault of their own.
The proposal generated support inside a two-hour House GOP conference meeting on immigration last week, but some conservatives said in interviews they remain leery of any immigration legislation beyond efforts to secure the border.
Frankly, Im a little nervous about it, said Rep. Jim Jordan (R-Ohio), a former chairman of the conservative Republican Study Committee.
He said there are some conservatives who are open to the idea, and some who are not.
Obviously, theres a lot of sympathy for kids who came here at a young age through no fault of their own. Theyre here, Jordan said. I think there are people who want to look at it, but still, the laws the law.
I dont know that members are fully embracing the idea, he added.
Rep. Bill Huizenga (R-Mich.) said he could support legislation granting citizenship for children, depending on the details, and he said that group of people is one that would gain the most backing from conservatives. In many cases, theyre literally paperless, he said of the children brought across the border illegally.
The bill, likely to be called the Kids Act, has not been introduced, and Cantor aides have discouraged comparisons to the Dream Act, a component of the Senate immigration bill that would grant an expedited path to citizenship to people brought to the U.S. illegally as children who meet certain conditions, like attending college and serving in the military.
The Judiciary Committee plans to hold a hearing on the issue next week.
Democrats have scoffed at the proposal, saying they wont accept citizenship for only a small number of the 11 million illegal immigrants.
That response is not helping to win support from conservatives who dont want to take a politically risky vote on a bill that wont become law.
I dont know why we would bring a bill like that up at this time when [Senate Majority Leader] Harry Reid has said its dead on arrival over in the Senate, Rep. Matt Salmon (R-Ariz.) said. Theyre kind of taking the position, my way or the highway, so it would just be symbolic.
Salmon said he wants to hear from constituents at town hall meetings in his district before taking a position on immigration reform.
While I think theres a lot of folks over here that are sympathetic to that notion, he said of the Kids Act, its also not going to come without a lot of political angst, and I dont know why we would go through that if Reid says and the president says its dead on arrival, and theyre not interested in us doing it.
Rep. John Fleming (R-La.) said he would not support legislation that grants legal status to any illegal immigrants before border security bills are not just passed by the House but fully enacted into law.
My position is, first things first, he said. Again, we have not fixed a broken border system that has been broken for decades, and to me, our focus needs be on solving that problem first. And then weve got plenty of time to get around to those other issues.
Conservative Reps. Tom Price (R-Ga.) and Thomas Massie (R-Ky.) said theyd have to read the proposal but put themselves in the border security first camps.
Freshman Rep. Trey Radel (R-Fla.), on the other hand, made a passionate case in favor of the Cantor proposal, saying there was both a fiscal and moral argument in favor of granting citizenship to immigrant children.
These are kids who are American as apple pie, he said. I speak Spanish fluently. They dont even speak Spanish with me. They speak English.
This is all they know, Radel continued. We need to find any way possible to make this work within a set of parameters that will work in a secure way. And I support it. I even supported it in my primary, which is not the easiest thing to do.
The same with immigration. They'll begin with the children ("they were brought here through no fault of their own") and the elderly ("you can't possibly suggest sending them home now?? After they've been here all this time?? Obama's Aunt Zeituni and Uncle Omar come to mind).
Then with the children and the elderly covered, they'll move the goal posts from both ends till they meed in the middle.
Just no. NO. NO. NO. If the children are citizens, they can stay. But they're parents still need to go. Let them work out the logistics on that. That's their problem. Or they can go back with their parents. Their choice, if they're old enough.
Either way, not our problem. We neither asked nor gave them permission to be here!
Would they be willing to give up affirmative action and a separate racial classification (Hispanic is not really a race anyway) in exchange for a path to citizenship?
I suspect the answer would be no.
So if someone who has kids refuses to pay taxes they can not go to jail????

More to the point, what happens to children whose parent or parents go to prison?? They’re put with other family if there is any or they’re put into foster care. Are they being punished “through no fault of their own?” or by “the illegal actions of their parents”? Yes. But we certainly don’t own them special rates for college, etc.

Indeed, WHY try to pass things that are, according to senate Dems and RINOs, unacceptable? The only answers that make sense are:
1)Salmon's answer, they REALLY want to make a "symbolic statement," i. e. material for campaign commercials.
2)They don't care. They are just going with the flow.
3)They already said they are going to pass a bill, and it would be too embarrassing to change course.
4)They are open borders sellouts who want to use a House bill as a stepping stone to conference->Obama's desk.

The Congressional Hispanic Institute, Inc, is an entity organized by Cong Joe Baca (D-Cali) in his capacity as head of the Congressional Hispanic Caucus.
Cong Baca created "HOGAR" (Spanish for home) in 2003 to work with the mortgage industry, F/M, lenders, banks and latino community groups to increase mortgage lending to what savvy observers consider to be unqualified Latinos.
"HOGAR" colluded w/ Cong Baca in what was to become a massive bilking of taxpayers. Cong Baca calculatedly hyped the fact that the national Latino homeownership rate was 47%, compared with 68% for the overall population.
HOGAR was coached to call the figure "alarming," and to say "a concerted effort was required to ensure that by the end of the decade Latinos will share equally in the American Dream of home ownership."
HOGAR and Cong Baca conned the public, failing to note that most of the "dreamers" were illegals, citizens of Third World countries who had violated US borders.
Predictably, HOGAR colluded w/ co-conspirators which included:
(a) shaky mortgage companies that ran into big trouble;
(b) Fannie Mae and Freddie Mac, both now under federal control after billions in taxpayer bailouts;
(c) Countrywide Financial Corp., sold to Bank of America Corp;
(d) Washington Mutual Inc., taken over by the US government and sold to J.P. Morgan Chase & Co.; and,
(e) New Century Financial Corp. and Ameriquest Mortgage Corp, both now defunct, killed by defaulted subprime Latino mortgages.
HOGAR's ties to the subprime mortgage industry were substantial. Bribery and self-dealing were rampant:
<><> Companies that donated $150,000 to Cong Baca got the right to have their own research fellow who would conduct fraudulent studies, which were cunningly used by industry lobbyists to pump lending.
<><> Bribery and extortion in the form of $100,000 annual donations to Cong Baca, for which HOGAR provided phony news releases from Cong Baca's Hispanic Caucus promoting a lender's commercial products to the Latino market,
<><> The most shocking example of bribery well-substantitated by Hogar's literature..... HOGAR announced it worked with Freddie Mac on a self-serving two-year examination of Latino homeownership in 63 congressional districts.
The "study" found Hispanic ownership on the rise thanks to "new flexible mortgage loan products" that the industry was adopting at the urging of Cong Baca's collusive coterie.
<><> HOGAR conned lenders into even more lenient down-payment and underwriting standards.
<><> As the subprime debacle unfolded, HOGAR declined repeated requests for comment despite the economic havoc their activities precipitated.
The mortgage schemes demonstrated the criminal activities of border violators with multiple identities---perhaps violent, terrorist-connected foreigners---colluding and conspiring to defraud private companies and public entities. And mortgage racketeering enterprises which employed sub rosa finance and business practices to carry out deceptions and frauds.
The alleged ring of swindlers---a Congresman, individuals with multiple identities, banks, insurance companies, mortgage brokers--might be charged with cheating the US govt, taxpayers and bank share holders out of hundreds of millions of dollars via an elaborate web of mortgage and bank frauds.
The mortgage Dreamers used multiple phony identities, fraudulent Social Security numbers, purchased from identity forgers in order to obtain govt-subsidized benefits.
L/E will find that individuals with multiple identities obtained fraudulent mortgages then flipped the houses at ever-higher prices to family member who then absconded to foreign countries, sticking banks (and taxpayers) with hundreds of millions in fraudulent mortgages.
BACKGROUND A Wall Street Journal investigative report related that, according to the Federal Financial Institutions Examination Council examination of the borrowing spree, uncovered financial schemes by low-income housing groups, Hispanic lawmakers, a congressional Hispanic housing initiative, mortgage lenders and brokers, all colluding in fraduent schemes to increase homeownership among Latinos with forged documents which enabled massive fraud.
This was not simply the mortgage market at work. It was fueled by avarice, greed, and Congressional enabling fraudulent practices. In 2005 alone, mortgages to Hispanics jumped by 29%; Latinos with multiple fraudulent identities in low-paying jobs obtained subprime mortgages for prime properties---soaring to 169%.

"The secretary (of homeland security) may not grant registered provisional immigrant status to an alien under this section unless the alien fully discloses to the secretary all the names and Social Security account numbers that the alien has ever used to obtain employment in the United States," said Grassley's amendment.
Grassley's amendment would not have prohibited illegal aliens from being converted into legal aliens just because they had used names and Social Security numbers that did not belong to them. It would only have required that the illegal aliens make the names and numbers they used known to DHS before they could be granted the right to legally live in the United States.
Grassley said, "Congress should not thumb its nose at the millions of Americans who are victims of identity theft, often perpetrated by an undocumented person who steals Social Security numbers to get jobs, govt benefits, driver's licenses and more. This amendment will simply require the person applying for RPI status to disclose any previously used Social Security numbers," said Grassley. "It's the first step to helping clean up the mess that's been created for the victim of identity theft. The amendment also authorizes certain federal agencies, upon receipt of this information, to notify individuals who were the victims."

"When people are living in undocumented status, there are times, I suppose, when they've made up identities, made up Social Security numbers," Schumer told his Judiciary Committee colleagues. "How are they going to remember all that, and are we going to delay RPI status? "(The) purpose of this bill is to bring people out of the shadows. We all know when they lived in the shadows, they had to forge documents, forge Social Security numbers, et cetera. I just don't see how, when you've lived here 10 years, and you've had many different identities, many different numbers, you're going to remember them all," said Schumer.

NJ BERGEN RECORD CIRCA 2004---Pelcastre brothers, Angel and Jorge, Dallas, Texas, were a walking threat to US national security, expert document forgers who, for a few thousand dollars, could give anyone a new identity (latinos establish multiple identities in order to ride the US gravy train).
The Texas brothers were a "one-stop shop" for a myriad of fake US documents, including birth certificates, Social Security cards, driver's licenses----for any state in the US------ passports and resident alien cards, said NJ state police.
The Texas brothers turned a NJ hotel room into a business office and were readying a massive cache of fake Social Security cards for delivery to a local NJ identity broker. Officers happened upon two cars bearing Texas plates in a NJ hotel parking lot.
The Texas brothers were followed to a NJ office supply store nearby where they purchased computer supplies. Officers then followed the Texans to a NJ storage facility in Secaucus, NJ, where the Texans loaded several boxes into a car. One of them stood lookout. After a search, police recovered laminating sheets with built-in security features, pages of blank documents waiting for fake names and information, finished documents, computers and software to create the fake IDs.
All told, the haul was worth about $500,000 on the street when sold to "impoverished illegals." Police also recovered $6,000 in cash, which was the first payment from a NJ fake document broker for a shipment of 500 phony Social Security cards. ####
Why don’t they show us in good faith and start deporting parents right away. They keep pointing out how the parents broke the law and not their kids..Border security is no good if parents can keep showing up with kids and get a free pass to stay.Start deporting parents and will see just how American their kids really are.
Any immigration bill Obama would sign would make sure we don't find out.
