It’s the Chicago way, you never write down anything illegal (or talk about it on the phone, or through email). If we want to catch these guys red-handed, we’ll need to do it the old fashioned way, with informants and people wearing wires.
My mom had a cure for that, when my siblings and I were kids. If no one would 'fess up for a crime, she'd just punish all of us together.
