Wiretap has a connotation of recording conversations. What AP has exposed is collection of telephone records that show dates, times and numbers.
It sounds like the Congressman perhaps used the wrong word.

I listened to NPR this morning. It was in interesting report. First they mentioned that Benghazi has been cleared up now that the emails were released. The spin in their story was that when you see the context of everything you understand that all the stuff coming out, even the blaming it on the movie, was just one of those, you know, fog of war things.
And then they went on to the IRS and AP wiretaping things and positively reported Obama’s refreshing “take charge” attitude and leadership about getting to the bottom of it.
It was pretty comical, and kinda scary.
I was standing on the west side of the Capitol lawn when I saw a helicoper over us. It was Marine One.
When he saw that crowd of people he knew he had to find a way to contain us. He used the IRS to do so.

In my mind that's not the issue. They're both part of a criminal enterprise that's endangering this country. What's important now is to stop the damage and use the scandals to hammer the Dems. Object: to win the Senate and increase House Republicans in the mid-terms. If Republicans control both houses, then I might be open to impeachment talk.
Right now both the public and media have been aroused from a stupor. Everyone's terrified of the IRS and the media can't believe their own guy double-crossed them with the AP overreach. Our side has a huge opportunity here. As Democrat Rahm Emmanuel once said, "never let a serious crisis go to waste."

As I said, that’s not the issue. To give you a direct answer, clearly Obama. But as President both are capable of doing irreparable harm. Obama’s evil and cunning; Biden’s stupid which makes him easy to manipulate. Biden as President would merely be a puppet with radical insiders pulling the strings.
