There is one way to tell that this is a fabrication though - only because you didn’t know about a particular feature on Hawaii’s security paper so you didn’t make provision for it. The people who created Obama’s PDF also didn’t know about that feature, apparently, because their background layer looks just like yours. It’s a dead giveaway that what is on the PDF is NOT what Hawaii gave to Judy Corley.
And BTW, the copy that the AL Dem Party put in the amicus brief has the same flaw in the background as your example and the White House image have, so this copy could not have come from the HDOH either. It was either copied from the White House file, or fabricated from scratch.
