Not so amazing to those aware of Obama's background. He has a chip on his against Great Britain, stemming from the legacy of British colonialism in Africa and his supposed father and paternal family's history in Kenya. This antagonism against the UK has manifested several times in his presidency already, including the return of the White House bust of Churchill and the "dissing" of Queen Elizabeth in person.
Clearly, a Brit like Thatcher with her conservative politics isn't someone he would want to show any sign of respect by sending a representative to attend the funeral.

as horrible as colonialism was, most Africans acknowledge two great legacies left behind - infrastructure (electricity, roads, rails, etc) and greatly reducing the African slave trade.
this latter achievement hurt many powerful families, and their descendants carry on that hate today.
