Tonight, I find out they've made it harder to contact them. Why?
I think they're tired of listening to their constituents.
But, then...I've become EXTREMELY jaded.
"Communicating with Congress", as an alternative "choice" on the next page, gives one the 2nd grade instructions on how best to contact the creeps in Congress whose salaries WE pay.

Could it possibly be that the referenced website is not a government website? If you dig deep enough you will find that the website mentioned is privately owned.

I clicked on Return To Homepage and it looks like while they’re updating the site some features will be inactive.
Went out and did some checking ... Am seeing from various sites Congress is encouraging fax and not emails. Something being mentioned regarding security on emails. You maybe are on to something. Not certain what ... but am seeing reference to fax .. no email or email will take longer to reach congressperson due to security concerns.
