I think people are totally confused about FEMA. First, there is a local FEMA and a Federal FEMA. They are a response group for situations where local assistance would be overwhelmed...similar to Civil Defense.

As far as funds, when a state is overwhelmed, they ask for Federal help. Enter Obama in this case....

The idea that there is ANY pork in that funding is called "stealing"....from you and me. And FEMA HAS money to spend.....this can only be to refresh their kitty....
