It's about a phone call from the Pres. to Netenyahu.
It looks like 3 letters, Pre or Prs - abbreviation for President.
So it's Pre > BB > DNR

Update 5. More people concur, the notes in Biden’s hand pertain to the phone convo with Netanyahu – not benghazi. There is a time of 6:2(?) written in his notes. This could be a Benghazi convo immediately following that phone call. (*off subject* funny how the media never reported Biden was on the phone — propping up inept Obama?)
Question: Why was O talking to Netenyahu? Why would he be involved?
I don't think it's a "P". Look at the first word on the third line which starts with a P. They don't match. The link with Biden's handwriting shows a P and it also doesn't match with this first letter.
Consider how that first letter was written. First an oval then a vertical line added. He drew a lollipop. This letter could be a "Q" or even an "O". He could have added the tail when he underlined the heading.
The second letter could be an R or a V.
As to the N in DNR, I think it's a V.
My take is that the heading on that paper is abbreviations or initials.
