I see a couple of possibilities.
1) He goofed.
2) The oil shamash went out while he was lighting the first oil lamp with the candle, and he went back to relight it.
Hmm - now that I look at it more closely, it appears to be wax candles and not oil lamps.
Usually the way we do it in our house is we take the match, light the Shamash first, then light the rest of the candles. Maybe in Israel they do it differently but its possible that Bibi goofed
It looks like the candel he was using may have gone out and is re-lighting it from the shamus (Yiddish - helper).
He’s not lighting it, he’s getting light from it.

After the blessings are said the shamash is lit and the first Hanukkah candle (the one you placed in the rightmost position of your menorah) is kindled using the flame from the shamash. Place the shamash in its place on your menorah. (Usually there will be a special spot for it in the middle of your menorah.)
You allow the shamash candle to burn. If this is what I think it is, what he is doing is what I do. I hold the shamash over the holder to drip hot was into the cup so the candle stands up straight and does not loosen and fall over.
In fact, with my menorah, I do it with every candle.

Good suggestion! The Chanukiah uses either oil lamps or small wax ones. Either one, he's using a candle to get light from the shamas and then lighting others. The question is, what is he lighting? The pic was posted a couple of hours ago, it could be night fall in Israel but it would be the FIRST night of Hanukkah.

On Dec. 8? I don’t know the time difference with Israel, but it is not 24 hrs!
Of course, you can light the multi-colored wax candles everyone has seen, but lighting olive oil is preferred for fulfilling the mitzvah of lighting.
