I was thinking if the amendment, yes, and had the South capitulated and returned to the union Lincoln could have backed up the carrot by pushing for the requisite states to ratify.
I was also thinking of the Fugitive Slave Act, which Lincoln repeatedly vowed to enforce and repeal of which he fought against.
I think he said he wouldn’t fight that amendment, but he didn’t have to apparently.
