That's giving anyone in Congress a benefit of the doubt, and maybe a promotion.

If that is standard pork casings for large sausages, I can find a productive use for it... congress-critters? not so much.

Yes, exactly! The deal will be made for more pork to state and local government employees and others (the contemporary Republican constituency and objective). It’s a regime of recirculating debt.
