Yes, but that wasn't the case. The number of vote "cards" counted was greater than the number of registered voters, but the ballot was so long that each voter received 2 cards. The number of votes cast in any given race was ~70% of the number of registered voters.
There were a lot of counties in Ohio and others where there were more votes than registered or 99% of votes cast for Obama ( which is impossible without voter fraud).
