This has yet to get ratified, correct? I don't have the details, but I have heard that if the treaty is signed and not explicitly voted against in the Senate the US government will treat it as being in effect. And there is no way Harry Reid would allow it to come up for a vote knowing that even with their history of spinelessness, the Republicans would vote against the treaty.
