Why is he still listed as commander of Africom? Wouldn't that be confusing the troops and other concerned parties?

What I read somewhere is that General Ham was relieved of duty and still technically listed as “in Charge” because it takes Congress to approve his replacement and that hasn’t been voted on yet. Don’t know if that is right or not though.
