Stevens was designated as a “special envoy” to the militias. It appears as though he was CIA per Obama’s own comments.

I read on Free Republic that stationed Marines' , at Embassy or Consulate, first duty is to protect intelligence and any other papers so they don't get into the enemies' hands.

Secondary responsibility is to protect people stationed at the Emb. or Con.

So, why didn't they have enough for intel and for personnel. They didn't have armed Marines when they should have had a ton of them, especially in the locale.
