If it is clear that Obama actually lost the election but that he is trying to carry out a putsch to stay in office, how many employees of those agencies would be willing to fire on their fellow citizens for his benefit? Some of them might--the more fanatical Democrats--but my guess is the majority of them would not. Washington was able to call up citizens to put down the Whiskey Rebellion, and Lincoln was able to get volunteers after the flag was fired on at Fort Sumter, but what kind of pretext would Obama be able to manufacture to get the rank-and-file of those federal agencies to shoot at people just because they had voted Republicans? I don't think he would be able to deputize a sufficient number of SEIU and AFL-CIO and OWS types to do the job on short notice.
