How many rounds does an average person shoot off on a gun range, practicing?
Im not sure if the amount of ammo is overwrought, when you consider how many people will be using it.
2000 rounds per person per year is a sensible guess.

When I was still in the military, we went to the firing ranges with the following steps.
1. Shoot three rounds at 25 meters. Go downrange and mark the holes.
2. Shoot three more rounds at 25M. Go downrange and mark the holes.
3. Shoot three more rounds at 25M. Go downrange and mark the holes.
4. Triangulate the sets and change windage and elevation.
5. Shoot three more rounds at 25M. Go downrange and see if you are in the center.
6. Go to qualification range and shoot 42 rounds from 25M - 300M.
That would be 12 or 15 + 42 on the qual range.
