“woefully ignorant “ is quite correct in Oreilly’s case. I used to try to correct him on a variety of stuff but it was hopeless and I haven’t watched him in years. For a guy who claims to be neutral refusing to learn puts the lie to that. I guess “neutral “= “ignorant”.

Just a couple of relevant points. Unfortunately for us regular citizens, the restrictions DO NOT apply to the military or law enforcement agencies.

If I understand the rules, citizens of this country now are restricted from owning any “new” machine gun manufactured after 1986. Anyone with a knowledge of the limited number of available guns will know that the prices are going through the roof.

Not only is the supply limited, and the price now prohibitive, but every day that goes by the citizenry of this country are losing ground to those who will ultimately be able to fully enslave the nation through the barrel of the gun.

Of course there are some issues financial that might take some precedence over repeal of the NFA, but when those are solved, the NFA needs to go.

Do a sting operation on BOR so you set him up to buy a Class III gun to prove his point. When he shows up with the cash, bust him for purchase of a machine gun in violation of the 1934 NFA. Send BOR to the federal pokey for 10 years and a huge fine. While he's in Club Fed, BOR can report about life in prison. Best part is BOR comes out a felon and can't vote or own a gun.

Heck I could make an SKS fire off its full magazine, but it won’t stop till its run dry.

And I have the plans to fabricate from scratch a chain gun with a rotating multi barrel. basically a simple powered gatling gun.

If he does that, doesn’t that make him eligible to buy a machine gun legally?

You do not need a "license" to purchase a Class III weapon (short barreled rifle, short barreled shotgun, fully automatic rifle or pistol, sound suppressor, 'destructive device' (rifled barrel over .50 cal), or 'any other weapon' (catch all category for things like cane guns, palm guns, zip guns, holsters that stay on a gun while firing and look like a wallet, &c.)). A dealer selling these items needs a Class III Federal Firearms License before he can sell these items. A Buyer of these items does NOT need an FFL of any type to engage in purchasing such items.

If you want to buy lets say a short barreled, fully automatic/semiautomatic (select fire) rifle with a sound suppressor, you must contact a dealer in such items and negotiate a price. It would be best if the dealer's place of business was in your State of residence (more later). Once you have agreed upon a price you send him a check and he will hold your purchase while you get authorization from the BATFE for the transfer of your purchase.

You must download a BATFE Form 4 from their website and fill in the 'purchaser' details. You then go to your local police and get a mug shot and fingerprint card produced and probably a background check, all of which you will pay for. After acquiring all the background documentation you present your Form 4 to the chief law enforcement officer of you county/parish of residence for approval (or not, it's up to the chief LEO, no appeal). This officer is usually the Sheriff or a designated deputy. If you are granted approval you must acquire a $200.00 certified check or money order ($5.00 for 'any other weapon', no kidding) to cover the Federal Excise Tax on you purchase. These 'tax rates' have not changed since 1934, of course back then a brand new 'tommy gun' cost you about $75.00 at the local hardware store so I guess it's all relative.

Now we are getting close... Pack up all your paperwork, photo, fingerprints, check, and Form 4 and forward them by registered mail to the dealer holding your purchase. He will add to the Form the serial number of your new weapon, his name and place of business and signature. He will then forward the completed Form 4 to a BATFE examiner for processing. The first (local) background check was to make the Sheriff happy. The ATF will do another, more through check to determine if you are clean will take anywhere from six weeks to months (don't pester them as that just gets them cranky!). If you pass muster, they will send your Form 4 with the Excise Tax stamp attached to your dealer who will then contact you and arrange for you to pick up your shiny new toy (you must do this personally). This is true only if you are both within the boundaries of a single state. If you bought from an out of state dealer, you will have to arrange a transfer from your out of state dealer to another Class III FFL holder in your state. You will be charged for this service.

Just a few more details, if you take your new weapon to the range (actually anywhere away from your residence) you must carry the Form 4 w/ the Tax Stamp. You may not take your weapon across state lines. You must notify the BATFE if you move. If you move out of state you must contact the BATFE first for instructions to avoid legal problems.

One last thing, remember you purchased a short barreled, fully automatic/semiautomatic rifle with a sound suppressor. The ATF considers a short barrel (under 18") a weapon, it also considers full auto a weapon, sound suppressor yep, a weapon. So you need three ATF Form 4s to cover your purchase, as well as $600.00 in excise taxes.

If you still want to pursue Class III weapons there are legal alternatives to mug shots, fingerprints, Chief LEO sign-off, and background check. They cost a fair amount of money and I'm getting tired of typing. Hint: The ATF regulates the sale of Class III weapons to individuals. In the eyes of the law, LLC Corporations & Revocable Trusts are individuals and may be constructed to hold your tangible assets for you. Please consult people who know what they are doing before venturing further, LegalZoom.com is out of their league, you have been warned!

Such “easy” conversions are DANGEROUS. They either force or risk runaway slamfires.

Such “easy” conversions are ILLEGAL. PERIOD. You’re looking at 10 years prison and $250,000 fine.

Whole lot easier, cheaper, and safer to buy an existing one thru proper BATFE channels. Figure about $5000, and a couple month’s paperwork processing & comprehensive background check.
