The agent injured with Zapata was Victor Avila.
Apparently it was not a roadblock. It was an assassination. Two vehicles, 10 gunmen.

Ok, this is where it gets VERY WEIRD. 2 agents, traveling in a BULLETPROOF SUBURBAN, and they get forced off the road. One of the OPENS THE PASSENGER WINDOW, Zapata gets shot, AND THEN THE WINDOW IS CLOSED and Avila calls for help.
This sounds like the hotel scene from “Bullitt.” How much you wanna bet Avila was driving, opened the door, got shot in the leg when they nailed Zapata (in the passenger seat) and then rolled the window up when they were done.
WHO THE HELL OPENS A WINDOW TO 10 ARMED MEN WHO MADE YOU PULL OVER?
This is “Holy Crap” level information.
