Are you serious? You could not be more wrong if you tried.
 
The problems you listed are DIRECTLY related to "racism, poverty, bias or other oppression." And even worse there is EVERYTHING that government can do to change this. Why?
 
Because our United States government is DIRECTLY responsible for black illegitimacy, abortions, crime, high prison incarcerations, educational failures, poverty and on and on and on...
 
Lyndon Baines Johnson and his Great Society programs were deliberately planned to enslave blacks in a vicious cycle of welfare and governmental dependency. And liberal democrats today follow the same plan of decimating the black family while trashing the black culture with with a level of hatred that the KKK could only dream of.

There is little or nothing government can do to change this...
 
No way. Two easy solutions. Cut welfare expenses and stop subsidizing poverty.

While you are square on about the causes of much of this, though you should include honorable mention to Noam Chomsky’s “whole language” English language instruction that turned black America into functional illiterates; my point was how black America can lift itself *out* of this mess.

Just having their supplies cut off, if nothing else changes, will do little. But if they change themselves first, embracing a moral attitude, only then will cutting them off from government largess achieve anything.

I do not accept any notion that government can by its action or even in this case, its ceasing to act, change people for the better. They must do so themselves. Even religion has long recognized that nobody can be made good unless they are at least willing to become good first.
