The answer to the question you raise is simple. The congress and president are really a club, a fraternity, a clan, almost a gang. Once you become a member, they all protect you. Have you noticed how seldom any active member gets censured and kicked out?
Look at B.J. Clinton’s case. He committed perjury in a court of law, yet the senate refused to throw him out. If you or I committed perjury, our azz would be in prison.
