Nope. The British universally use the Day/Month/Year format but the posted "document" uses the US format of Month/Day/Year.
There is no way that a Kenyan document from British colonial days would have used M/D/Y. But this "document" does, twice.

How can you explain that the date/time of birth exactly matches Obama's Hawaiian Birth Certificate, yet this was produced years in advance of the release of the Hawaii BC?
Just pulled the birth date/time out of his hat? I don't think so!
