No idea. But it’s not just the number of votes that he skipped. Several other questions would need to be answered.
1. Were many of these important votes? They shuffled by too fast on the screen to be able to tell.
2. Was he paired with someone on the other side?
3. Was his vote critical for any of these bills? Would it have made the difference between winning and losing? Did the leadership call on him to vote?
In other words, many of these bills may have been routine, with both sides in favor, and his vote not really needed.
