I am using IE 8 on an XP machine, and this thread formatting is screwed up. Anyone else have this problem?
In addition, the PDF won't download.
To make matters more interesting, shoud we be getting the redacted? or the unredacted PDF?

Dude, or dudette, this ain't jack.
It's a guideline for watching reports of, creating reports of, or responding to reports of various national emergencies (all the way down to national annoyances). There's the typical admonition to remove PII (Personally Identifying Information) that I see in all of my efforts in my personal work.
This is not even slightly threatening to me, and I would be much more concerned if such a guideline did NOT exist.

“10) National/International Security:
“Includes reports on threats or actions taken against United States national interests both at home and abroad. Reports would include articles related to threats against American citizens, political figures, military installations, embassies, consulates, as well as efforts taken by local, state, and federal agencies to secure the homeland. Articles involving intelligence will also be included in this category.”
I am wondering whether there is a secret presidential directive to the effect that any attempt to “undermine” the eligibility of the POTUS is deemed a “national security threat.”
