It’s a start, but a better plan would be to require each individual to file as an individual, to have no exemptions other than mortgage interest and charitable donations, and have a single tax rate of 3.500% on everything earned for everyone.

Oklahoman’s making below $15,000 a year would pay a 0-percent rate

This might be a mistake. On one hand, the beauracracy to manage the small income revenue might cost a large fraction of the revenue received. On the other hand, unless everyone is participating in the pain of paying taxes then a government dependency class develops that insists that everyone should pay more taxes.
