The vast, vast majority are lazy, incompetent, over-paid clock-watchers.
I had dealings with the Commerce Department here in DC. I was submitting a bid for a large contract.
People stood around talking in the halls for over an hour. I knew this because I would see them hanging around while I walked between offices.
In the end I lost the bid to the contract when the Contracting Officer illegally gave all my bid documents to another vendor. I found out she had dealings with that specific vendor and was receiving kickbacks. She went to jail but I lost a LOT of money as Commerce shut down the project rather than admit the corruption.

Think of thousands or tens of thousands that easily game the system and never get caught. DC is a rats’ nest. We need to elect the Orkin exterminator guy as president to rid us of the infestation in the federal gov’t.
