Not necessarily. There are millions of unemployed and underemployed middle class people who have always worked, and can't find jobs. Add in their kids, it's not hard see where the additional 16 million come from. They aren't necessarily going to vote Democrat unless the Pubs do something stupid like let the current unemployment extensions lapse.
Sounds like voter blackmail to me.
