So the author’s theory is that Holder/Obama lobbied the (then Dem controlled) house and senate to allow the Mexican government access to trace information.

Then they started F&F with the intent of giving the Mexican government the ammunition Mexico needed to sue the daylights out of gun manufacturers and jail gun shop owners.

The next step would be to investigate who did the lobbying - and can it be traced back to Holder.
