There were 40 year old E-3s and O-4s who served perfectly well at that level. The problem was that it clogged billets for potential E-9s and Flag Officers.

The retirement system was designed to clear billets out so that the hard charging best could advance.

I think we may find that the RIFs may contain a low percentage of Obama-supporters, clearing the way for more Obama-supporters to make O-5 when the budget crises ends.

The long-range plan is to have the military be the next target of Gramsci's “long march through the institutions”. Ending the gay-ban is part of this as well.
