I think you're right, the 1st picture is probably late 1970 because of baby Maya.
-The 2nd picture is roughly 1972/3 because of roughly 2/3-year-old Maya.
-The 3rd picture looks like he is about one year older than the 1st photo, so maybe it was taken ~1971, not 1969? I know, it says 1969 in ink along the border, but that seems wrong

The only way the image with Scott Inoue can be genuine from 1969, appears to be if he spent some time in Hawaii and then returned to Indonesia. But who knows?

Your sequencing sounds about right from the look of it.

Look at his large front teeth in the 1969 pic. Those teeth are new. By the time the baby Maya pic is taken, his other teeth have caught up with the fronts ones. He also looks a bit more hefty in both the family pics. Dates aside, the age progression appears right.
