I haven’t heard of any CainCare either.

Maybe he / she is referring to the empowerment zones that are part of Herman Cain’s 999 plan. I don’t know, but there might be some health care for low income in that too. I had not heard. I’m just wondering as health care for low income and poverty could possibly fit into the social services / welfare parts of Cain’s 999 empowerment zone services to low income and minorities, I would think.

Since I was hearing Cain talk about “empowerment zones”, I had to go do some research to find out more about them. I was not really familiar with them.

Here’s what they are, and I’ve included a link at the end to read - for those who don’t understand that part of Cain’s 999 revenue plans and vision.

The agencies and programs associated with the empowerment zones that come with Cain’s 999 plan would need to be a kind of combination of Housing and Urban Development combined with Health and Human Services - a very complex social service system and tax break program for low income people.

I’m thinking we would have to have a new federal agency for it, or perhaps they would put it in with federal welfare programs and just expand whatever federal agency administrates those things. They would definitely have to hire some directors and administrators to handle the new social programs, minority business start ups, and the urban renewal and sustainability contracts, etc.

When you realize the empowerment zones are really about the people in a poverty area and not the physical location alone, you can understand why the blacks would get more benefits from that program. I think Herman Cain referenced that areas such as many of the neighborhoods in Detroit in particular would receive a lot of benefits from such a program.

Basically, empowerment zones are meant to “empower the people” living in low income, mostly minority neighborhoods.

Here’s a great link on what empowerment zones are. It includes a history of them too from way back and includes a lot of the work Bill Clinton did to try to implement and development empowerment zones during his term(s).

Kemp and Bennet were big into “empowerment zones.” It is a Corporate welfare program where businesses are paid to set up in the ghettos and special education programs and job training programs (that don’t work) and hiring and education preferences are put in place to aid those who are welfare reciepents. It did not work and it corrupted business with welfare. Businesses fail in crime ridden ghettos with or without government welfare schemes.

Rinos think they are clever if they use our money to spread the wealth to business in the name of “creating jobs” or ending welfare. They call it “capitalism” and it proves they “have a heart.” It is really fascism and it corrupts and destroys free enterprise. Like the ‘big hearted’ program of Clinton to get banks to give people with no money house loans. It’s the bailouts of banks, GM and GE as long if they, in turn, use their money to prop up the politically correct corrupt socialist polticans and their commie foundations.
