I always was accustomed to shift count on narcotics where I worked, but in addition, we had a 24/7/365 camera directly over the door to the locked narcotics cabinet.
That, plus a computerized drug dispensing machine that we all had to sign in and out of using our personal password helped keep problems to a minimum, as far as I know.
