Andrew Jackson, born in South Carolina (some say North Carolina) of parents of Irish birth, was a citizen of the United States at the time of the adoption of the Constitution and thus meets the citizenship test of Article II, Section 1.

A good analogy for Marco Rubio's eligibility would be that of Chester Arthur, who is reported to have been born in Vermont and was the son of an Irish-born father and a native born American mother. He would thus be considered to be natural born citizen, as would Rubio, who was indisputably born in Florida of Cuban-born parents.

Jackson was exempt from the natural born citizen requirement by Article II. Learn what you are talking about!
