Actually, Gibson moved out of Michigan years ago. Not saying that Gibson is not getting screwed, they are. But it’s not due to a recent move.
Gibson closed it’s Kalamazoo, Michigan, facility in 1984. Since then, they’ve made guitars in Montana and Tennessee.

What year? The original raid took place in 2009. This raid in the past week or so was purely done (it seems) to try and intimidate being that Gibson was confident to win a Court case (the hearing was about to come).
If Gibson moved before the first raid in 2009 then the theory may very well be valid that they were targeted at the bequest of unions.
