Have you considered multiple ID’s? It was the latest thing twenty years ago. Now, it’s old hat stuff.

That too. I remember a case where a woman in NJ had multiple IDs and was collecting welfare under each one. .

That's one reason why I would favor fingerprinting applicants and running matches against existing welfare clients.
