If I don't fulfill my education requirements or re-register and pay the fee, my license becomes inactive.

Look at the rules in that state at the time Michelle let her license go inactive.

If something had occurred, it would be written up...what she did, how she pleaded and what the penalty was.

Michelle didn’t let her license go inactive, nor did she apply to go inactive (see rule 756)

her license was ordered inactive by the court as stated in the record uncovered (see rule 770)

of course a lot of the record and even the ARD code was scrubbed in 2008 when Pamela uncovered this

It is Illinois, after all
