efforts to serve conflicting objectives. On the one hand, we want to be as open as possible. On the other, we want to respect an individuals right to privacy. So, we tried to compromise by allowing those who preferred that their visits not be acknowledged to opt out of having their names recorded.
Translation - We were hiding as much as possible. We chose what you got to see and what you didn’t because we don’t wnat you to know what we are up to.

Indeed, by not seeing the President he also doesn't have to go through the Secret Service investigations, too.
