Why would one trust such verbal confirmation?

If you cannot trust the word of the State health director on such matters, then you have no reason to trust any birth certificates or any other state-certified documents related to vital records. They receive their legal weight from the fact that the state health department certifies them.

Based upon Mike Evans' retraction of information he gave in an interview with Hollywood Insider Radio, you may be correct. There was no failure to find the Obama Birth Certificate in Hawaii. Democratic Gov. Neil Abercrombie, said he wanted to release more of the state's birth information about Obama. However, he ended the effort when Abercrombie appointed State Attorney General David M. Louie, Democrat, told him that privacy laws bar disclosure of an individual’s birth documentation without the person's consent. This statement came, by the way, after information came out. by Abercrombie's long time friend Mike Evans, that he could not find the birth certificate. Since Abercrombie was a long time friend of Obama's parents, he could have persuaded Obama to release the birth documents. This did not happen. Instead we a tactic to save Abercrombie's credibility about the matter. And, for that reason, I have greater doubt of Abercrombie's credibility for the huge turnaround of his position.

As a side note, A bill to sell copies of President Barack Obama’s birth records to anyone for $100 died in the Hawaii Legislature. I suppose there was no such document to sell.
