Most likely, the post office realized there was no Honolulu in Connecticut, and so redirected the letter to Hawaii.

If the post office was too dumb to make that deduction, and indeed sent it to the wrong address, Obama, after having not received it after a long wait, would have called the SSA and found out they sent it to the wrong address, and then gave them the correct address.
