n March 15, ABC News, in cooperation with the Washington Post, released the results of a new survey done by Langer Research Associates. One of the questions asked about the level of confidence that US citizens have in our system of government today.

Are they measuring the confidence in the system of government or the current government?
Different questions.
Seems most respondents answered the second question, not the first.

You make a good point. Is this a measurement of the confidence of the system or a measurement in the confidence of the administration of the system.
